Move-Out Cleaning Guide for Toronto Tenants and Landlords (2026)

Move-out cleaning is one of the most common sources of dispute between tenants and landlords in Toronto. Landlords want their units returned in a rentable condition. Tenants want their last month's rent deposit — or in cases where a last-month-rent deposit has not been collected, any other withheld amount — returned in full. Ontario law governs both sides of this transaction, and understanding what is actually required makes the process significantly less stressful.

This guide covers what Ontario law actually says about tenant cleaning obligations, what landlords legitimately expect, what tenants can realistically handle themselves versus what is worth hiring a professional for, and how to protect yourself if a dispute arises.

What Ontario Law Actually Says About Move-Out Cleaning

Under the Ontario Residential Tenancies Act (RTA), tenants are responsible for keeping their unit "ordinary clean" throughout the tenancy and returning it in the same condition as when they moved in, subject to reasonable wear and tear. This is the governing legal standard — and it has important implications for both parties.

Key points from the RTA framework:

  • Landlords may not charge tenants for "normal wear and tear" — this includes minor scuffs on walls, small marks from furniture placement, or carpet that has faded with age
  • Landlords may seek compensation for cleaning costs beyond what is considered ordinary — but they must document the damage or uncleanliness and file with the Landlord and Tenant Board (LTB) if the tenant disputes the charge
  • In Ontario, landlords are only permitted to collect last month's rent as a deposit — they cannot collect a separate security or cleaning deposit under the RTA
  • If a landlord withholds last month's rent citing cleaning costs, the tenant can file an application with the LTB to have the dispute adjudicated

What Does "Broom Clean" Mean Legally in Ontario?

Many older leases use the phrase "broom clean" to describe the required move-out condition. In Ontario tenancy law, "broom clean" generally means: floors swept or vacuumed, surfaces free of dust and debris, appliances clean and functional, and the unit free of garbage and personal belongings. It does not mean showroom-condition cleaning — but it does mean more than a quick pass with a mop. If you moved into a professionally cleaned unit, you are expected to return it in a similar state of cleanliness.

The condition at move-in matters enormously. If you completed a detailed move-in inspection report at the start of your tenancy, that document is your most important protection at move-out. Without it, the default assumption may be that the unit was professionally cleaned when you arrived.

What Toronto Landlords Actually Check at Move-Out

Regardless of legal standards, here is what most Toronto landlords and property managers inspect when they conduct a move-out walkthrough:

Kitchen

  • Oven interior — baked-on grease is the single most common complaint
  • Oven exterior, burner grates, and drip pans on stovetops
  • Range hood and filter — grease accumulation here is often overlooked by tenants
  • Refrigerator interior (including crisper drawers and door seals), freezer, and exterior
  • Inside and outside of all cabinets and drawers
  • Sink, faucet, and surrounding countertop
  • Dishwasher interior including filter and spray arms

Bathrooms

  • Toilet bowl, seat, tank, and base
  • Bathtub and shower — grout lines and caulking are closely examined
  • Vanity sink and faucet
  • Bathroom exhaust fan
  • Inside of medicine cabinet and under-sink cabinet
  • Floor including behind and beside the toilet

Living Areas and Bedrooms

  • Carpets — vacuumed and professionally cleaned if stained or heavily soiled
  • Hard floors — swept and mopped
  • Window glass, tracks, and blinds
  • Baseboards and window sills
  • Inside all closets
  • Walls — significant marks beyond normal wear and tear

DIY Move-Out Cleaning Checklist

If you are tackling move-out cleaning yourself, work room by room and be systematic. Here is a practical sequence:

  1. Remove all personal belongings and garbage first — clean surfaces, not around clutter
  2. Work top to bottom in every room: ceiling fixtures, walls, surfaces, then floors
  3. Start with the kitchen: run the self-clean cycle on the oven if available, then hand clean; tackle the fridge last after defrosting
  4. Do bathrooms next: apply toilet bowl cleaner and tub/grout cleaner and let them dwell while you clean other surfaces
  5. Clean all windows and blinds in living areas while floors are still dirty
  6. Wipe baseboards, light switches, outlet covers, and door frames throughout
  7. Vacuum all carpeted areas thoroughly, including edges and closets
  8. Mop all hard floors last
  9. Do a final walkthrough as if you were the landlord — check inside all cabinets, the backs of closets, and behind appliances if accessible

When to Hire a Professional Cleaning Service

Certain cleaning tasks at move-out are genuinely difficult without professional equipment, and attempting them without the right tools often produces inadequate results. Consider hiring a professional for:

Carpet Cleaning

Consumer carpet cleaners cannot replicate the extraction power of professional truck-mounted or commercial portable units. If your carpets have pet odours, deep stains, or significant soiling, professional steam extraction is the only reliable solution. Many Toronto landlords require a professional carpet cleaning receipt as part of move-out — check your lease.

Oven and Range Hood

Years of baked-on grease in an oven is a multi-hour job without heavy-duty degreasers and appropriate tools. Professional cleaners have commercial-grade products and technique for removing carbon buildup that consumer oven cleaners struggle with. The range hood filter is frequently missed by tenants and is one of the first things a landlord's cleaner will notice.

Bathroom Grout and Caulking

Mould and mildew in grout lines and around tub caulking is extremely difficult to remove completely with household products. Professional cleaners use steam, targeted mould removers, and scrubbing equipment that can restore grout to a significantly better state than DIY efforts — and avoid the appearance of damage that can trigger landlord claims.

How Professional Cleaning Protects Your Deposit

While Ontario landlords technically cannot hold a separate cleaning deposit, they can apply to the LTB for compensation if a unit is returned in a significantly unclean state. The cost of a professional move-out clean — typically between $200 and $500 for an average Toronto apartment — is almost always less than the cost of a disputed last month's rent, legal fees, or a poor rental reference that follows you to your next application.

Professional cleaning also creates documentation. A cleaning company invoice, combined with before-and-after photos taken on the day of cleaning, creates a clear record that cleaning was performed to a professional standard. This is powerful evidence if a landlord later claims the unit was left dirty.

What to Do If a Landlord Withholds Your Deposit Citing Cleaning

If your landlord refuses to apply your last month's rent to your final rent payment, or if they claim you owe additional cleaning costs, your options under the RTA are:

  • Request an itemized list of the alleged damages or cleaning costs in writing
  • Compare the landlord's claims against your move-in inspection report
  • If you have professional cleaning invoices and photos, present these in writing to the landlord
  • If the dispute is not resolved, file a T1 application (tenant rights application) with the Landlord and Tenant Board to have the matter decided by an adjudicator
  • Tenants are entitled to interest on last month's rent deposits held for multiple years — this is a separate entitlement the LTB can also adjudicate
